The consolidation of Law No. 10113 and the effective application of Technical Regulation RTCR 515:2024 (Executive Decree No. 44917-S) represent a fundamental step forward for public health and for patients' access to cannabinoid therapies in Costa Rica.

What does Technical Regulation RTCR 515:2024 establish?

Published through the Ministry of Health's official 'Regístrelo' platform, this regulation oversees the technical specifications, quality control, labelling and advertising of medicinal products derived from cannabis, including preparations containing THC and CBD.

Prescription exclusively by digital prescription

Under current Costa Rican legislation, access to medical cannabis products requires a digital medical prescription issued by an authorized, licensed physician. Dispensing takes place exclusively at certified pharmacies under the supervision of a licensed pharmacist.

"Costa Rica's regulatory framework guarantees maximum traceability and health safety in every batch of prescribed medical cannabis."

Safety and the ban on recreational use

It is important to stress that Law 10113 authorizes only supervised therapeutic and medicinal use. The regulation prohibits recreational use and sets strict requirements for dosage, labelling and follow-up to protect patient safety.
